Frank was born in Bacchus Marsh, VIC in 1894 to William Toy and Elizabeth Prior Nicholls.

Frank was an indentor and accountant when he enlisted in the AIF on the 13^th of June 1915, aged 21. He was allocated to the newly formed 29^th Battalion, C Company in August and promoted to Corporal in November, shortly before he embarked aboard the HMAT A11 Ascanius.

After arriving in England he was sent to France where he was appointed as a Second Lieutenant in the 29^th Battalion in August 1916. In November Frank resigned his commission in the AIF owing to the fact that he had recieved a commission as Second Lieutenant in the Royal Flying Corps.
