Charles was born in Bacchus Marsh, VIC in 1884 to Charles Oliver and Clara Grace Mills. Charles married Linda Alice Rutherford in 1912. Charles had two brothers, both KIA, Ernest and Robert, who are also remembered in the Avenue.

Charles was a railway shunter and gave his address as Ballarat West, VIC when he enlisted in the AIF, Army Medical Corps, 3rd Reinforcements, 2nd Casualty Clearing Station on the 20th of July 1915, aged 31. He embarked aboard the HMAT A69 Warilda in February 1916.

Arriving in Egypt in March 1916 Charles was attached to the 1st Australian General Hospital. A month later he was admitted to the 3rd Auxiliary Hospital suffering from bronchitis. After being treated for mumps a month later he was diagnosed with chronic fibrosis of the lung in June and transferred to the 1st Australian General Hospital. In July Charles was discharged from hospital and embarked for home aboard the Karoola, returning to Australia in August and was discharged from the AIF in October - medically unfit.

Charles Oliver died in Melbourne in 1935, aged 50.

He is listed on the Bacchus Marsh & District Roll of Honour and the Holy Trinity Church Roll of Honour.
