Herbert was born in 1884 at Dunolly, VIC to William George and Amelia Mary Watts. Herbert had a brother, Harold, who is also remembered in the Avenue.

Herbert was a grocery manager at Bright, VIC for Messrs Walker & Co. when he enlisted in the AIF, 5th Battalion at South Melbourne on the 24th of August 1914 - only a few weeks after the beginning of the war - aged 30. He embarked aboard the HMAT A3 Orvieto in October, disembarking in Egypt in early December.

On the 25th of April 1915 Herbert landed at Gallipoli and not long after suffered a gunshot wound to the left leg and was admitted to hospital at Mudros, Lemnos. He rejoined his unit at Gallipoli in late May. In August he was again wounded, this time in the right eye and cheek - he did not return to Gallipoli. In December Herbert was detached for duty with the 87th Field Ambulance, rejoining his unit in Egypt in early January 1916. He embarked from Alexandria, Egypt in March.

Herbert disembarked at Marseilles, France at the end of March 1916 and it was during the 5th Battalion's first major action in France at the Battle of Pozieres that Herbert was killed in action on the 27th of July 1916.

Herbert was buried at Peake Woods on Fricourt Contalmaison Chateau by Rev John D Coutts. There is a Contalmaison Chateau Cemetery but he is not listed or remembered there..

He is listed on the Shire of Bacchus Marsh Roll of Honour. He is also remembered at the Villers-Bretonneux Memorial.
